The easiest way to get a current executable might be to install "mingw" 
(http://www.mingw.org/) and build it from source. I know there is some GUI for 
windows, but (like on linux/bsd/osx) you can easily run OLSRd from a console. 
It might be simpler to get some debug output on the console too.
