[Olsr-dev] New Release

I'm currently facing errors regarding the java-bindings. That is 
blocking the release, e.g. javah is not existing anymore and I have 
issues with the gradle build.

I wonder if we might drop all the java support, android and windows, so 
it becomes much more easy to maintain?
