[Olsr-dev] port OLSR to Windows with IPv6 support

The main thing OLSRd lacks at the moment for supporting Windows IPv6
is code that can set/remove IPv6 routes in Windows. The rest of the
code should be able to stay the same, as it is with Linux and BSD.
