Strange. I thought there were already integer based codecs. But maybe
they were just for decoding.

Only mic-in? Opposite to? Mic/video?

What about dedicated usb dongle which would have a mic in and would
encode audio in hardware into some format? So then you would just read
the device and stream it? ;-)
