Yes. Tunnels are a way to implement source routing, which does solve
a number of issues indeed.
I strongly recommend a classic paper on the subject, Source Routing for
Campus-Wide Internet, by Saltzer, Reed and Clarke,

Note that for political reasons the paper under-states its point -- hence
the ``campus-wide'' in the title.

Encapsulation is not the best way of implementing source routing. At least
your points (a) and (b) are not applicable to other implementations of
source routing.
