Except that for each of these links ETX will estimate the fraction of
lost packets as 0.
802.11s uses redundant flooding for multicast. In a sufficiently
dense mesh, the redundancy will ensure that virtually no multicast
packets are lost. Hence, ETX will calculate a loss rate of 0 and
hence a link cost of 1 for every 802.11s network.
