[Olsr-users] Why have link quality params in a routing protocol?

Just thought I'd get back to ad-hoc basics and ask a ADHOC101 type of
question:

Are link quality params in a routing protocol really valid? Shouldn't this
really be handled by the link layer? If the link layer can ensure that a bad
link is never up to the routing layer then routing does not have to mess
with measuring  and propagating the link quality (and link layer stats).
