[Olsr-dev] Little change to olsr core

Yes, a fixed etx that will set the cost off the link without changing the
hello packet system. This will change only on the local router the cost of
the specified link, without propagation of the fixed value. This will be
usefull for tuning the routing on a network and optimize speed.
