I want to make the new code transparent to the Layer-2 source.

The idea is that the routing agent contains a "database" of layer-2 
data. All routing metrics draw data from this database, not directly 
from the source.

Then you can either run a NL80211-probe plugin to directly fill your 
database from the linux WLAN stack or run a DLEP-Server to get layer-2 
data from a remote radio connected by ethernet, your routing metric 
implementation does not need to care about it.
