[Olsr-dev] OLSRv2 packetbb parser

After experimenting a lot with prefix trees and packetbb header compression I 
pushed a partial packetbb generator into the repository, which can 
automatically calculate a "good" way to compress an addresslist with TLVs 
into the addressblock structure. The result should be close to the optimum 
(without reordering ip addresses), but needs more testing.
