Indeed, all traffic to 224.0.0.0/5 (i.e. 224.0.0.0 ... 239.255.255.255) is
flooded to all nodes.

BMF can also be configured to flood IP-local broadcast. In this way it
is possible, for example, to have a local OSLR network on which NetBIOS
annoucements work (for Windows network browsing). NetBIOS broser
announcements use IP-local broadcast.
