We do an OpenVZ based network emulation here at FGAN.

Start with a bridge between all OpenVZ nodes to connect them... then just use 
iptables/ebtables to shut down links you dont like. Of course this only 
allows for 100%/0% connectivity links.

You could use my "netsimpcap" tool for connecting the OpenVZ instances too. 
You can find it in the "contrib" section of the olsrd repository. It's a 
userspace tool that bridges a group of interfaces (the virtual ethernet 
interfaces of your OpenVzs for example) and allows to set loss rates between 
the links with a config file.
