hmm are u running olsrd with Administrative priviledges?
maybe simply this caused "all" your problems,..

e.g. afair u can use the "runas" cmd to do so,..

if u already did:

is there already an C:\olsrd-ipv4.lock file ?

if yes (and no olsrd instance is still running) delete it,..

if not find out if there are reasons why olsrd can`t create this file
(missing file/directory permissions ?)
alternatively you can specify another lockfile path in the config file,..

(but maybe win32 olsrd is just to dump to create its lock file,..)
if so just try to comment out lines 527-533,..
