Have you patched quagga to support OLSR routes? (although you should not have 
this error even if quagga is not patched)

Are you sure zebra is running?

To redistribute OLSR routes to quagga you just load olsrd quagga plugin with 
parameter ExportRoutes only *after* you have run zebra daemon
