Sorry it is not clear for me.
Your client is 11.1.1.2 and which machine is your server?

- from your  "iperf -c 129.217.166.113 -u -i 5 -t 20 -b 3m" I conclude  
that your server is "129.217.166.113". does it the case?

- From which machine is your traceroute ran? it seems that it isn't  
ran from your server machine "129.217.166.113"!!!
