1. second:
- all nodes send a "empty Hello" message

2. second:
- all nodes can send a Hello with 1/2 asymmetric neighbor

3. second:
- all nodes can send a Hello with 1/2 symmetric neighbors
- all nodes send a TC with it's neighbors

So in theory the network could work after ~3-4 seconds...
