Not necessarily.  A number of 802.11 devices (typically softmac ones) are
able to simultaneously implement ad-hoc and master mode on a single radio.

That's definitely the case for Atheros hardware, and I seem to recall that
Broadcom and Ralink can do it too (with the right drivers).
