The way I read Draft 0.4 (I know, it's an old draft), it does,
although in a somewhat inefficient manner.  They don't set up
a broadcast distribution tree, but simply have all nodes forward every
broadcast frame.  A cache of recently forwarded frames is used for
avoiding reemissions.
