Are you sure this directory exists and is the correct one?

Check and fix the reason for this - permissions, owner, filename,
god-knows-what-may-be-broken-else-on-windows-in-such-cases.

The software can't do anything if the file is simply, apparently,
obviously and undoubtable not there.

On Unix I would propose to start olsrd with 'strace' and send the
output.
