[Olsr-dev] [RFC] Move to GitLab

I'm not in favor of a self-hosted solution. GitLab or Bitbucket doesn't
really matter to me. For now I don't worry about the purchase of GitHub by
M$, but I'm waiting for the moment it does :p
So its an "I don't care" for now.
