[Olsr-dev] Build experimental NL80211 plugin

The optional link quality plugin that uses Linux NL80211 information is now in the git tree and can be build by editing the file make/Makefile.linux. In this file uncomment the lines with CPPFLAGS and LIBS to enable the build of this plugin. You will need to have the netlink sockets library (libnl) installed for this to work.
