[Olsr-dev] Little change to olsr core

Hi,
i am the student of Saverio Proto for the Gsoc, one of our goal in this
gsoc is the implemetation of a fixed ETX that, if specified, will be
used instead of the normal calculated cos.

in this line i want to insert a simple function that if a fixed value is
specified that will be used instead of the normal calculated cost, but
if the real cost is greater than LINK_COST_BROKEN in will return
LINK_COST_BROKEN.
Is a viable solution?
