Some links are secure and can be used for critical traffic while other 
links are insecure and can only be used for non critical messages.

It's ok for the non critical messages to be send over the secure links but forbidden
for the critical messages to be send over the insecure links.

You need two routing topologies:
One that includes all links and one that excludes insecure links.
