[Olsr-dev] Cleanup patches for arproaming plugin

Hi,

I have pushed a small series of cleanup patches for the arproaming plugin.
Amadeus, can you look at them, I have only compile-tested them.

still TODO:
- convert arproaming plugin to OLSR timer/memory-cookie infrastructure
- convert arproaming plugin to OLSR socket scheduler

Especially the later one is important, at the moment the arproaming plugin 
could block the whole OLSR core with its own select loop.
