Are we sure we can't load balance? If tunnels are set up, and there
is some routing policy for next-hop selection, we have it.
I'll check using source address for tunnel selection one day.
It is related to my BRDP idea. BRDP configures public IPv6 addresses.
The selected tunnel directs traffic to the gateway that "owns" the
prefix of the dynamically configured source address. This eliminates
NAT and ingress filter problems.
