Yes, it *definitely* is. Same source base.
However we have been running a source code cleanup + rewrite +  
enahcnement project going one for some ~ 2 years now:
OLSR-NG.
 From that, lots of functionality was expanded and enhanced.  
Performance was improved dramatically.

That being said - we did not test PACMAN with the new enhanced www.olsr.org 
  implementation.
So... feedback and re-testing is welcome!
