"Retransmission" mean that all LQ/NLQs to the nodes neighbors were within +/- 
0.1 of the value used by the receiving node (the texas server) for the last 
routing calculation.

So these TCs do not contain new information, they are just a "refresh" of the 
last information (with some background noise).
