[Olsr-dev] Strange shift behaviour (ipcalc.c)

now i understand why the http_plugin of 0.5.6r2 worked, as expected, even
with very simlar code in ipcalc.c

http_info plugin simply had its own code for checking for allowed ips,..
so the ip_in_net function of ipcalc.c was never used from the http_info
plugin,..
therfore i expect an unpatched ip_in_net() will fail on any usage where an
ip is checked against a 0.0.0.0/0 network
