Hannes, we have a circular dependency in the recent lq-plugin initialization 
code.

If we want to allow routing plugins (we don't use them since the etx_fpm code 
moved into core) we have to wait for lq-plugin initialization until plugins 
have been loaded.

But some of the data structures (tc_set for example) need the information how 
large the LQ-suffix for their data structures will be, and this data 
structures are initialized BEFORE the plugins are loaded. Any ideas ?
