Here is a patch to test the idea, just apply it to the tip of the development 
tree.

It behaves well in small scale networks (tested it in simulation), but the etx 
values should get MORE stable in networks with lots of flooded tcs.

the new lq_plugin is called "etx_ff". (etx freifunk ;) ), I tested it with

LinkQualityAging        0.05
LinkQualityAlgorithm    "etx_ff"
