In this case does it not refer to Linux Traffic Control?

(It is used for the gateway extension to share, say, 50% of your
bandwidth. In that case the simplest, but least efficient way,
by limiting *ingress* packets, i.e. dropping arrived packets,
causing them to be resent by tcp/ip.

Another question by Scott: The Documentation on fisheye
extension in olsrd since about 4.10, is a separate html readme file in
the source: http://www.olsr.org/releases/0.5/olsrd-0.5.5.tar.bz2
