As people have rightly pointed out, you will get slightly less
instability if you enable link quality monitoring in OLSR.

However, you should realise that link flapping is an intrinsic feature
of OLSR.  OLSR is designed to react very fast to topology changes, and
that is not something that can be hacked around -- fast convergence is
pretty much the only loop-avoidance mechanism in OLSR.  In other
words, you cannot introduce flap mitigation (hysteresis or route
selection based on historical information) into OLSR without causing
routing loops.
