sorry i do not think that those are related ...

hello validity time is just a dead timer that
removes the link advertisment once expired.

the winsize is just the length of a loss vector
that determines resolution of the neighbor
loss advertisments for link sensing.
the winsize is unrelated to timing, it just
operates on good/missing hellos irrespective
of timers. check link_set.c for implementation
details.
