infact the card is/was somewhat active (actively consuming power for
example)

you can compare its state with an ethernet interface without a cable
plugged in.

What am I missing?

many things,..

as every wireless thing, it needs not only to be powered up (and an ip
address), but also wifi configuration.

I can ping the card so does that not mean its up and running?
